I downgraded AWM back to 6.2 and no longer have the problem, so it appears to indicate that AWM 6.3 is causing the issue, or is incompatible with something else in my system. Open SetPoint (Start > Programs > Logitech > Mouse and Keyboard > Mouse and Keyboard Settings). I had to completely remove AWM from memory to stop the problem from happening. I tried disabling the AWM rules for the browsers but didn't see a difference. Uncheck in options under mouse at the bottom "Scroll inactive windows with the mouse wheel" and try to reproduce the problem.
